Delaware Electricity

In 1999, Electric choice was established in Delaware with the restructure of the electric service industry with House Bill 10. Under the deregulation, the Delaware Public Service Commission (PSC) was responsible only for distribution services.

Supply charges make up approximately 65% of a total electric bill for Delmarva Power (one of the main utility providers in Delaware) customers. Electric suppliers offer a variety of incentives and pricing models to customers to suit the needs and desires of a variety of customers. This option is currently available to Delaware Electric Cooperative and Delmarva Power customers for electric only.

If customers do not wish to contract with a third party for their electric energy supply, their supply will be automatically procured by their respective utility provider. Customers that choose to contract with a third party electric supplier will still receive a bill from their utility provider (Delaware Electric Cooperative or Delmarva Power).

Renewable Power in Delaware

According to the U.S. Energy Information Administration (EIA), Delaware has required retail electricity suppliers to generate 25% of the electricity sold in the state from renewable energy resources, with at least 3.5% from solar photovoltaics, by mid-2026. Wind energy is a large part of the state’s renewable energy portfolio with the Atlantic Ocean nearby.

Delaware Department of Natural Resources and Environmental Control established the Green Energy Program in 1999 to provide funds and incentives to electricity suppliers to promote the use of renewable energy in Delaware. The program has provided grant funding to more than 4,300 Delaware renewable energy projects ever since.
