Today, the deregulated energy market is credited for Illinois’s low natural gas residential prices putting the state as one of the lowest 10 in the US. Illinoisians were paying some of the highest rates in the country up until 1997. Over a decade of lawmaking later, residents were introduced to 87 different utility providers.
The passing of The Illinois Electric Service Customer Choice and The Rate Relief Law (Customer Choice Act) in 1997 marked the beginning of Illinois’ deregulation. This turned Ameren Illinois Utilities and Commonwealth Edison Company solely into utility companies, allowing larger-sized businesses to purchase electricity from an Alternative Retail Electricity Supplier (ARES).
Energy choice expanded to all large commercial retailers in May 2002. However, due to the rate cap set by the Customer Choice Act, ARES refrained from coming into the residential market. Thus, later in the year, energy choice extended to all businesses and residents.
After the expiration of the rate cap in 2007, ARES increased its prices to make up for its lost revenues the previous decade. To battle this, Illinois’s General Assembly passed the Illinois Power Agency Act, providing a billion dollars in rate relief disbursed over four years. In 2008, the state saw its first wave of residents switching to an ARES.
Although nuclear energy accounts for over half of Illinois’s electricity generation, the state is taking bold steps to change that. The Clean Energy Jobs Act calls for the state’s transition to 100% renewable energy by 2050. This is not just committing to clean energy like many states are doing at the moment but going all renewable. The state’s current primary renewable energy source is wind.
